I have heard of a couple companies cancelling a auto policy simply due to 3 or more roadside/tow claims in first 6 months a policy began. So the answer is yes, if tow to a shop and the shop can not fix it and a second tow is required to get the car to next shop that "may" not be covered since the coverage works per disablement and you only have 1 disablement; therefore, tow the car to whereever the most likely place to get you going is. If this 2nd tow does count and the insurance company pays for it then that is quickly 2 towing claims and 1 more tow could trigger either removal of the coverage or non-renewal.
Typically, Roadside Assistance is a very inexpensive coverage from the auto insurance companies the companies do not make much money on the coverage. I will say it is very rare when a person have 3 towings in a year much less 6 months.
